In terms of blinds, you traditionally have two options, the most effective of which is to fix the blinds to the frame of the window instead of the recess, this allows you to open and close the window, the blinds moving with the window. However, because the blinds are not always secured at the bottom they will always hang completely vertical, even if your window is tilted open.
The second option is to fit the blinds to the recess as you would with a normal window. Unfortunately, if you did this you may not be able to open the window because the blinds would collide with the window.

If you wish to cover the full recess of window that opens inwards then you will need to select a blind that retracts or draws clear of the window recess in order that you can still open and close the window. It is important to remember to install these blinds outside the recess or far enough away from the window to allow the window to tilt open completely. Examples of blinds that can be installed around the recess and easily drawm clear are vertical blinds, roller blinds and roman blinds. Alternatively, you may wish to install a blind directly to the opening window frame.
Can you put blinds on a tilt and turn window?

How does the tilt mechanism work on blinds?
The slats of a venetian blind are adjusted in angle and tilted open and closed by twisting a tilt wand in a clockwise or counterclockwise direction. Threading connects the tilt mechanism to a tilt wand or cord, which can be used to adjust the slats' angle.
